The rule is that your parameter entries are ways to limit the types of things included in your report. Choosing none (i.e. making no selection or leaving things blank), on the other hand, implies you do not wish to narrow your data down by that criterion and so the report will simply include all possibilities/options.

You can do this several ways, but perhaps the easiest is if you click on the window with an 'x' icon in the upper right hand corner of your url bar and choose the option that allows pop-ups for the OA site.
